Low-VOC Polyurethane Coatings: Regulatory Drivers in Asia-Pacific Markets

Low-VOC polyurethane coatings are gaining momentum across Asia-Pacific region, propelled by tightening environmental regulations and evolving market structures.

According to IAL Consultants, the region produced approximately 1.84 million tonnes of polyurethane coatings in 2024, with the wood and furniture sector accounting for nearly 30% of total output making it a key area for early adoption of low-VOC solutions.

Production remains heavily concentrated in East Asia, with China contributing around 80% of the total volume. China’s stringent VOC regulations continue to accelerate the transition towards waterborne and high-solids polyurethane coatings, shaping regional trends and setting the pace for compliance-driven innovation.


Beyond China, regulatory and market-led transitions are reshaping industry dynamics across the wider APAC landscape. Japan is gradually moving away from solvent-based systems towards zero-VOC and low-solvent coatings, alongside lead- and chrome-free formulations. South Korea has introduced stricter emission controls in industrial sectors, further encouraging environmentally compliant coatings. In South Asia, India leads production, though price sensitivity and reliance on conventional coatings remain barriers to wider adoption.


In Southeast Asia and Oceania, demand is largely driven by cost considerations, with raw materials often imported from China. Key applications such as roof, tank and deck coatings dominate consumption. However, increasing exposure to global supply chains and sustainability requirements is gradually encouraging a shift towards low-VOC alternatives. While regulatory pressure varies across countries, environmental compliance and sustainability are increasingly influencing both production patterns and growth prospects in the Asia-Pacific polyurethane coatings market.


By 2030, the Asia-Pacific polyurethane coatings market is expected to be characterised by a clear bifurcation, advanced markets with high penetration of low- and zero-VOC technologies, and emerging markets in transition, where cost-performance trade-offs continue to shape adoption. Overall, sustainability considerations, regulatory enforcement and global trade linkages will collectively redefine competitive dynamics, positioning low-VOC polyurethane coatings as a core component of long-term market growth.
