The Government of India decided to maintain the imposition of anti-dumping duty (ADD) on imports of Toluene Di-isocyanate (TDI), a chemical extensively used in the manufacturing of foams, coatings, and adhesives.
TDI imports from the European Union and Saudi Arabia has been extended until March 1, 2026. This decision follows an extensive review carried out by the Directorate General of Trade Remedies (DGTR), which advised the extension to protect the interests of domestic producers. As the initial duty period approached its end, the DGTR initiated a review in December 2024 under Section 9A of the Customs Tariff Act, 1975, read with the Anti-Dumping Rules, 1995.
The review verified that the risk of dumping persists and that the domestic industry would suffer if the duty were eliminated. Based on this, the Ministry of Finance issued the recent notification to extend the import duty.
