US Issues Final Anti-Dumping Duties on Chinese MDI Imports

The United States has issued a final affirmative anti-dumping ruling on imports of methylene diphenyl diisocyanate (MDI) from China, which is an important milestone in the global polyurethane raw materials market. According to an announcement released by the US Department of Commerce on 8 April 2026, Chinese producers and exporters were found to have sold MDI in the American market at unfairly low prices.


As a result, authorities have imposed substantial anti-dumping margins. Covestro Polymers (China) Co., Ltd., Wanhua Chemical Group Co., Ltd., and exporter Shandong Mingko Co., Ltd. were each assigned a dumping margin of 85.11 per cent, while all other Chinese producers and exporters face a considerably higher rate of 159.04 per cent.


The case concerns products classified under US tariff codes 2929.10.8010 and 3909.31.0000. MDI is a key feedstock used in the manufacture of polyurethane foams, coatings, adhesives, sealants, insulation materials, automotive components, furniture, and construction products, meaning the decision may have repercussions across several downstream industries.


The anti-dumping investigation was formally launched on 4 March 2025 following allegations that Chinese suppliers were undercutting domestic US manufacturers. On 16 September 2025, the Department of Commerce then issued a preliminary affirmative determination, paving the way for the final ruling. The decision is expected to strengthen protection for US-based producers while increasing costs for importers reliant on Chinese supply.


It may also lead to shifts in sourcing strategies, with buyers potentially turning to alternative suppliers in Asia, Europe, or the Middle East. More broadly, the measure reflects ongoing trade tensions around chemicals and industrial inputs, as governments increasingly use trade defense instruments to support domestic manufacturing and address concerns about pricing practices in strategically important sectors.
