The facility is the first of 13 planned voluntary collection centers being developed under Romania's National Recovery and Resilience Plan (PNRR), aimed at giving residents a dedicated place to dispose of bulky household waste, construction and demolition debris, furniture, textiles, electrical and electronic equipment, hazardous household waste, tires, and other materials that cannot be collected through conventional municipal waste services.

Although the project does not specifically target polyurethane (PU), it is expected to indirectly benefit the polyurethane value chain by improving the collection and sorting of discarded PU-containing products, such as upholstered furniture, mattresses, insulation panels, construction foams, and automotive components. Better source separation can increase the availability of post-consumer polyurethane waste for mechanical recycling, chemical recycling, and energy recovery, thereby supporting the development of more sustainable practices for managing polyurethane waste.

The initiative also aligns with Romania's broader efforts to enhance recycling rates, reduce landfill dependency, and comply with European Union circular economy objectives.
