Quanzhou Approves Sinochem Dongda’s 80,000 TPA High-End Specialty Polyether Polyols Project with Strict Environmental Safeguards

The Quanzhou Municipal Ecology and Environment Bureau has officially approved the Environmental Impact Assessment (EIA) for Sinochem Dongda (Quanzhou) Co., Ltd.'s expansion project.

The project will produce 80,000 tonnes per year of high-end specialty polyether polyols at its existing facility in the Quanhui Petrochemical Industrial Park, Fujian Province. The project will add annual production capacity for 15,000 tonnes of refined water-soluble polyethers, 25,000 tonnes of non-refined water-soluble polyethers, 12,000 tonnes of nonionic surfactant polyethers, 22,000 tonnes of high-resilience polyether polyols (EP-330NG), 4,000 tonnes of polyether polyol crosslinkers (EP-350E), and 2,000 tonnes of polymer polyols (POP50).

Authorities determined that the investment aligns with China's industrial policies and regional petrochemical development plans while supporting the country's growing demand for advanced polyurethane raw materials. Approval is contingent upon implementing stringent environmental protection measures, including advanced clean production technologies, comprehensive VOC emission controls, wastewater treatment, hazardous waste management, soil and groundwater protection, continuous emissions monitoring, and robust environmental risk management systems.

The facility will use its existing systems for controlling air pollution, such as alkali scrubbing, water washing, mist removal, and regenerative catalytic oxidation (RCO), to meet national and provincial emission standards. The company must also secure pollutant discharge rights before commercial operation and comply with China's "three simultaneous" environmental requirements, ensuring pollution control facilities are designed, constructed, and commissioned alongside the main project.
