India’s Directorate General of Trade Remedies (DGTR), under the Ministry of Commerce and Industry, has initiated a second sunset review of anti-dumping duties on imports of Toluene Di-Isocyanate (TDI) originating in or exported from China, Japan and South Korea. The notification, issued on 30 September 2026, follows an application filed by Gujarat Narmada Valley Fertilizers & Chemicals Limited (GNFC), identified as India’s sole domestic producer of the product under consideration.

The review covers TDI with an 80:20 isomer ratio, classified under customs tariff code 2929 10 20, which is widely used in the manufacture of flexible polyurethane foam for furniture cushions, automotive seating, protective pads, industrial gaskets and packaging. India initially imposed anti-dumping duties on the subject imports in January 2018, with the measures subsequently continued following the first sunset review in September 2022. The existing duties are scheduled to remain in force until 20 September 2027, unless revoked earlier.

According to the initiation notification, the application presents prima facie evidence of continued dumping and injury to the domestic industry, including increased import volumes, price undercutting, pressure on domestic selling prices, lower capacity utilisation and financial losses. The applicant has also argued that significant production capacities and further capacity expansions in the subject countries could increase the likelihood of continued or renewed dumping and injury if the duties expire.

The current investigation will assess whether extending the anti-dumping measures is necessary to prevent the continuation or recurrence of dumping and injury to the Indian TDI industry. The period of investigation runs from 1 April 2025 to 31 March 2026, while the injury assessment covers April 2022 to March 2026. The initiation of the review does not constitute a final decision on whether the duties will be extended. Interested parties, including producers, exporters, importers and downstream users, have been invited to submit information through the DGTR’s SETU portal within the prescribed deadlines.
