EU Introduces Stricter Exposure Limits to Enhance Worker Safety in Diisocyanates Handling

The European Union has taken a significant regulatory step to strengthen worker protection by introducing new occupational exposure limit (OEL) values for diisocyanates, a group of chemicals widely used in the production of polyurethanes. The measure, formally adopted by the European Parliament and Council in February 2024 and published in the Official Journal, establishes a harmonized framework aimed at reducing health risks, particularly occupational asthma, associated with prolonged exposure to these substances.


Under the new directive, a binding 8-hour time-weighted average exposure limit has been set at 6 µg NCO/m³ across all EU member states. This marks a shift towards a unified regulatory approach, as exposure limits had previously varied significantly between countries. Member states are required to incorporate these limits into national legislation by April 2026, ensuring consistency in workplace safety standards across the region.


To facilitate industry adaptation, a transitional exposure limit of 10 µg NCO/m³ will remain in place until the end of 2028. This phased implementation allows companies across the polyurethane value chain to invest in improved risk management measures, monitoring systems, and safer operational practices.


The new OEL framework complements existing EU REACH regulations, which already mandate training requirements for workers handling diisocyanates. Together, these measures are expected to significantly reduce workplace health hazards while balancing economic and technical feasibility. Industry bodies such as ISOPA and ALIPA have welcomed the regulation, emphasizing its role in ensuring fair competition and strengthening occupational health standards.


Overall, the initiative reflects the EU’s broader commitment to strengthening chemical safety and ensuring sustainable industrial practices while safeguarding worker health across key manufacturing sectors.
